Jaxs Palmer Fellow CIPD is a senior HR and transformation leader, Insights Discovery accredited trainer and board‑level advisor with extensive experience across public, private and regulated sectors. She specialises in large‑scale culture change, leadership development, organisational design and complex employee relations, working with Boards, CEOs and executive teams to reset people strategy and deliver measurable performance improvement. Her northern clarity, commercial acumen and decisive leadership style have shaped a career built in some of the UK’s most demanding environments.

Jaxs has led transformation programmes across major construction, infrastructure, nuclear and engineering organisations including Carillion, telent, Highways England, Yorkshire Water, Nuclear Transport and G4S; giving her deep expertise in restructures, TUPE, acquisitions, operating model redesign and high‑risk ER in unionised, safety‑critical settings. She is recognised for her ability to spot organisational issues quickly, influence senior stakeholders and deliver transformation at pace.

Her work at Birmingham City Council represents one of the most significant culture programmes in local government. Acting as lead consultant through a third party, she delivered whole‑council culture change, leadership development, performance frameworks and workforce planning; aligning senior leaders to new behavioural expectations, modernising people strategy and strengthening organisational capability during a period of intense scrutiny and transition.

As Co‑Vice Chair at The Piece Hall, Jaxs brings commercial discipline, governance strength and people centred leadership to one of the UK’s most iconic cultural venues. She has supported organisational redesign, leadership capability uplift and strategic growth, helping the organisation evolve with clarity, confidence and commercial resilience.

Jaxs’ ED&I leadership has been recognised through multiple industry awards, and her influence as a northern female founder has been profiled nationally, including her Women of Substance feature, her Yorkshire Post entrepreneur article, and her place on the NatWest Female Leader Accelerator programme. Her female‑leadership philosophy is rooted in her own journey; rising through hospitality, leisure, construction, infrastructure and boardrooms not designed for her, and using that experience to help other women step forward as successful female leaders.

Jaxs brings strategic clarity, commercial challenge and people centred leadership to every organisation she works with, consistently strengthening culture, capability, performance and organisational resilience.
